EBS is a veteran-owned small business headquartered in the historic district of Smithfield, VA. Its operations are located 30 miles from Langley AFB, VA. and 26 miles from Joint Forces Command Joint Training and Analysis Simulation Center, Suffolk, VA. Mr. Bob Strini retired from the USAF in 1999 and as the CEO, established EBS as a high tech company specializing in innovation and modernization of training and operational systems. His vision includes the use of small agile teams composed of former military operators and engineers proficient with leading edge technologies to build rapid prototypes that result in clearly defined system requirements. EBS follows best practices as defined in the Rational Unified Process (RUP) and Agile or Rapid prototyping methods to assist the customer in efficiently and effectively achieving end-state objectives. Using this approach, EBS built and transitioned the Control Reporting Center Radar (CRC) Training System at Luke AFB at one-tenth the cost of its nearest competitor. The CRC training system utilizes object-oriented programming, model and simulation technologies and a Learning Management System with on-line grade books that support formal course training. These technologies provided EBS with the experience needed to advise and prototype solutions to meet the Center's demanding responsibilities.
The government places high confidence in EBS employees to shape the innovation and modernization within the AFC2ISRC as evident in EBS competitive selection to support the Operations Directorate. EBS utilizes former USAF and Joint operators to shape Community of Interest working groups, which ultimately provide requirements for operational systems. These systems and programs contain complex issues and new contractors assigned are trained using EBS' techniques that have proven successful on past efforts. The tasks outlined in this PWS are no less complex and EBS has planned to utilize its Subject Matter Experts and the engineering team to create a training program focused on the AOC, DCGS and AFFOR capabilities.
EBS has permission to leverage government furnished training materials which include academic courseware such as the Joint Air Operations Center (JAOC) courseware and other C4ISR-related materials to rapidly educate employees that will support AFC2ISRC duties. This education model will be used to prepare all personnel so that they will be more effective when beginning their duties. EBS has successfully conducted similar training sessions for Center personnel and offer these sessions to AFTC members at no cost.
To date, EBS has supported programs like TBMCS 1.1.3, TBMCS 1.1.4, DCGS, The Constellation Development Environment, Joint Air and Space Management Deconfliction (JASMAD), AF-ICE, JEFX 04, JEFX 06 and others with expertise that helped design, develop, integrate, assess or evaluate a full range of operational and technical interests. The combination of education and insightful planning provides EBS the ability to offer its customers knowledgeable, well-trained resources that produce immediate results.
EBS offers excellent candidates to support the technical positions and will list four primary personnel. Seven highly qualified backup personnel are also available to include two incumbent system engineers. EBS will offer the AF the option to utilize any of these personnel.
