The Constellation Development Environment has been developed as a means for industry and government agencies to develop and transition innovative technologies for the Air Force Command and Control (C2) & Intelligence, Surveillance and Reconnaissance (ISR) directorate.

The CDE consists of a portal and test environment. The portal allows the Air Force to disseminate information regarding their processes and priorities. Viewer can find documents related the C2ISR priorities for the current fiscal year. Diagrams describing the process for submission of innovations or demonstrations to be hosted within the environment can also be examined. The portal also allows for the exchange of information between the Air Force and interested parties.

The test environment is a sandbox for testing and demonstrating technologies using an Air Force – configured system with true-to-life data and tools. Stakeholders may use the environment to validate the effectiveness of innovative ideas.
